It should perhaps be added that in dealing with the questions of inland and coastal navigation the position of the U.K., the Colonies and India are not

identical. Whereas in the two former it would be readily possible to grant the Chinese certain reciprocal rights, such a proposal would encounter serious diffi- culties in respect of the Indian interests involved.
